Administration/ Procurement Officer

SUGAR INDUSTRY AUTHORITY VACANCY JOB TITLE: ADMINISTRATION/PROCUREMENT OFFICER – 2 Year Contract

Job Summary

Under the general direction of the Head of Administration, the Administration/Procurement Officer will be responsible for the co-ordination of the procurement system and processes in respect of all goods, services and works for the Sugar Industry Authority (SIA)/Sugar Industry Research Institute to ensure transparency, efficiency, and integrity in keeping with the guidelines, legislation and regulations governing procurement. The position also extends to the disposal of assets.

Core Functions:
  • Ensures that all procurement and disposal of assets practices conform to all relevant legislation, regulation and guidelines;
  • Ensures that requisitions are completed according to Government guidelines and submitted within a reasonable time to ensure the continuous availability of goods and services at SIA/SIRI;
  • Interfaces with Departments for the preparation of the Annual Procurement Plan and budget as well as to determine specifications for goods, services and works to be procured or to be disposed of;
  • Recommends procurement methods and provide support in the development of shortlists of consultants, suppliers and contractors where necessary;
  • Initiates and coordinates the tender process, in accordance with GOJ Guidelines to include:    Preparation of instructions to bidders and Invitation to tender documents    
  • Advertisement of procurement opportunities   
  • Coordinating clarification to bidders and tender openings   
  • Planning and coordinating evaluation sessions   
  • Preparing reports for the Procurement Committee, Management, Ministry of Finance & Planning and the Office of the Contractor General   
  • Providing information to the Procurement Committee for tenders that need approval at the MOH Sector Committee and Cabinet  
  • Preparation of contracts for signing with regard to tenders approved by the Procurement Committee and Head of Entity   
  • Coordinating the preparation of purchase orders 6. Maintains a comprehensive procurement monitoring/contract management system to include monitoring delivery schedules with suppliers to ensure availability of supplies and the provision of services when needed.
  • Required Competencies and skills   
  • Working knowledge and understanding of the Government of Jamaica’s Procurement Guidelines    Strong organization and planning skills;   
  • Strong interpersonal and leadership skills    
  • Proficient in Microsoft Office - Word, Excel and PowerPoint   
  • Good analytical, oral and written communication skills   
  • Good report writing and presentation skills   
  • Excellent negotiation skills   
  • High integrity and ethics   
  • Ability to review tender documents and contract agreements   
  • Good project management skills*(an asset)
Minimum Qualifications and Experience   
  • First Degree in Business Administration/Management Studies/or any other related disciplines with at least three (3) years working experience in public sector Procurement; Professional certification in GOJ Procurement procedures OR   
  • Diploma in Office Administration, graduate from a recognized institution with at least five (5) years professional experience in an administrative or office management capacity, three (3) of which should be in public Procurement.
