Director, Finance (FMG/PA 4) - National Insurance Fund

The Ministry of Labour and Social Security invites applications from suitably qualified professionals for Director, Finance (FMG/PA 4) in the National Insurance Fund (NIF).
Responsibilities include:
Technical and Professional Responsibilities:         
  • Prepares the financial statements and other reports for the NIF and its subsidiaries          
  • Prepares the annual budget         
  • Coordinates the audit process for the NIF and its subsidiaries         
  • Ensures that the NIF and all its subsidiaries are compliant with all statutory obligations Managerial and Administrative Responsibilities          
  • Prepares the operational plan for the Accounting Department         
  • Reviews and updates the Accounting Policy and makes the required recommendations to the relevant officer         
  • Monitors the Cash Management System to authorize cash transfers as required         
  • Participates in strategic planning meetings of the NIF         
  • Represents the NIF at meetings as required Human Resource Management Responsibilities          Provides leadership and guidance to staff through objective setting, coaching, mentoring, and training; providing assistance and support when needed         
  • Conducts periodic reviews of supervisees in accordance with work plans, completes performance assessments and recommends appropriate training and development programmes as necessary.
Required Competencies         
  • Sound knowledge of International Financial Reporting Standards         
  • Sound knowledge of Financial Accounting and Audit Act         
  • Working knowledge of Government of Jamaica procurement guidelines          
  • Proficiency in the use of ACCPAC and Microsoft Applications         
  • Good written and oral communication skills         
  • Good analytical skills
Minimum Qualifications and Experience:         
  • ACCA or equivalent professional certification or          
  • Masters degree in Accounting or Management Studies with Accounting from a recognized University         
  • Certificate in the Jamaican Securities Course         
  • At least three years experience preparing financial statements for an organization with a large investment portfolio
