Spectrum Management Authority invites applications for a Manager, Administration


The Radio Frequency Spectrum is the medium which facilitates wireless communication. The Spectrum Management Authority (SMA) is the regulatory body responsible for the efficient management of the radio frequency spectrum in Jamaica, which includes licensing spectrum users and regulating their use of the spectrum. The Authority has played a pivotal role in the development of the wireless communication industry which has impacted significantly on the national economy.

Responsibilities
Reporting to the Director, Finance and Administration, the Manager, Administration coordinates asset management, procurement and spectrum licensing activities.

The principal duties include: 
  • Prepare and maintain an annual procurement plan 
  • Administer and manage the tender and contract award process for the Authority. This to include -
  • Assist in the development of the terms of reference - Prepare the bid documents including Request for 
  • Proposals (RFPs), request for Quotations (RFQs) based on procurement requirements and value -
  • Assist in the negotiation process for award of contracts 
  • Establish and manage maintenance and service contracts 
  • Ensures that office building its facilities and equipment are maintained and routinely serviced at an appropriate level. 
  • Manages the insurance process of the Authority’s building and assets in keeping with the GOJ
  • Procurement Guidelines by ensuring that : - assets are insured in keeping with their assessed value -
  • Insurance coverage is updated to reflect the acquisition and disposal of assets.
  • Manage the disposal of assets by sale or destruction. Coordinates the activities of the Licensing Unit 
  • Prepares reports for internal and external (e.g to the Ministry of Finance) use
Requirements 
  • Bachelor’s Degree in Business Administration or a related area 
  • At least three (3) years experience in a managerial capacity 
  • Asset management experience (formal training in GOJ Procurement Policies and Procedures would be an asset). 
  • Understanding of the GOJ Motor Vehicle Policy 
  • A high level of proficiency in the use of computer applications and analytical tools.
  • Excellent oral and written communication skills. 
  • Excellent team player with experience in leading a team.
Salary Package
  • Basic Salary – Within the range of $1,894,948 - $2,558,484 per annum 
  • Two (2) year contract (renewable) 
  • Gratuity – 25% of basic salary (per annum) payable at the end of the contract period 
  • Other approved benefits
